Both the owners of radio communications sites and licensees have workplace health and safety obligations via Commonwealth and NSW legislation and standards. EME exposure standards are set by the Australian Radiation Protection and Nuclear Safety Agency (ARPANSA) under the Radiation Protection Standard for Maximum Exposure Levels in Radiofrequency Fields—3k Hz to 300 GHz (2002).
The management of both public and workplace safety is primarily achieved by risk management and risk mitigation. It is necessary for all site owners and licensees to develop and implement these strategies.
